I am currently working with projectized teams within the Department of Defense (DoD) assigned to develop requirements to guide and facilitate the Office of the Chief Technology Officer (OCTO) with building a Secure Operating Center (SOC) Sensitive Compartmented Information Facility/Special Access Program-Facilities (SCIF/SAP-F) for a controlled testing, customer focused area contained in their environment.  This position consists of validating current and future infrastructure, engaging with customer stakeholders for design requirements and coordinating with operations concerning architectural fidelity.  My areas of responsibility range from research and procurement of hardware/software, security assessments, enterprise transition planning activities and some program testing.  Accomplishments include:

·   SCRUM Lead for Enterprise Transition Team – completed the development of an execution plan and preparation activities for integration and transition of multiple labs into a single virtual enterprise lab.

·   Researched, Developed, and Delivered Infrastructure planning requirements for new classified facility lab – the final plan included design specifications for existing and new computing assets and smart Racks with details provided on Power, Air-Conditioning, and Space including 10 year growth estimates.       

·   Supported procurement activities using the CHESS and ESI procurement systems for Army ITA; including analysis of quotes and parts for consistency with DoD and Federal policy compliance.

I worked with an interdependent team that manages a holistic program called the JWICS Connection Approval Process (JCAP) that monitors the overall security assessment and compliance reporting involving Authorization and Accreditation (A&A) of Joint Worldwide Intelligence Communications System (JWICS) connection subscribers within the Intelligence Community (IC).  I managed the collection efforts, receiving and

reviewing customer security documentation, analyzing for correctness and inconsistencies; then validate and assess the comprehensive risk to the network.  This project involves direct relationships with project

stakeholders who require conferencing weekly with multiple global agency partners and program affiliates. The project reporting utilizes a Kanban style schema which serves as the platform illustrating overall compliance through a graphical quantitative matrix.  I also manage the reporting database and customer reporting templates which are used as the driving vehicle for weekly management strategy consultations with Government Senior Executive Staff (SES) officials.  The position requires strong customer service and classified network knowledge as it corresponds to Department of Defense (DOD) Sensitive Compartmented Information (SCI).  I leveraged my skills from my previous contract as I was recruited by the prime contracting company to finish the effort.

I effectively managed a subcontractor team on all aspects of a sound Industrial Security and Information Assurance (IA) program in support of Intelligence Community (IC) and Department of Defense (DOD) Sensitive Compartmented Information (SCI).  I provided IA and System Security Engineering guidance to multiple programs with connections to the Defense Intelligence Agency’s (DIA) Joint Worldwide Intelligence Communications System (JWICS).  I facilitated the JWICS Connection Approval Process (JCAP) for several hundred subscribers consisting of IC, DOD, and contractor entities serving various roles across the Defense, IC, and industrial communities.  I supported the DIA CIO directly by collecting, reviewing, storing, and processing JCAP packages for approval by the respective Theater Chief Information Security Officer (T-CISO).  I performed qualitative security control gap analysis, as well as conducting the risk executive function to quantify the residual risk to the overall JWICS operating environment. During these efforts, I preserved a fluid conduit of customer relationship management with process improvement by addressing specific locational concerns to increase overall security package compliance.

I supervised a commercial building, government contracting site within the (IC) community focusing on the daily support and continuity of operations.  My duties in this position included managing the daily facility operations that are associated with data center environments which included, project management, construction management, customer relationship management and Real/Physical property management.  I lead several successful special projects including Sensitive Compartmented Information Facility (SCIF/SAP-F) air conditioning expansion projects, additional power distribution modifications, infrastructure projects construction and maintenance throughout multiple classified environments.  I have also lead a comprehensive effort to update the all of the secure and unsecure communications to meet government standards within a classified location.  I have implemented intuitive strategies towards routine servicing of Air-Conditioning (AC) environmental equipment that allows for better management of operation with the usage of services tracking systems equipment using Support Portal and STAFF Action Correspondence and Control Portal (SACCP) software applications.  I monitored three Uninterrupted Power Supply (UPS) systems that provided critical emergency back-up power for internal infrastructure equipment. I operated and managed critical infrastructure

 

 

environmental set point controls. I managed and addressed occupational safety concerns as they relate to OSHA regulations and standards. I was the corresponding entity for all vender and subcontractor support

initiatives that occurred within the secure operations center (SOC) SCIF/SAP-F facility.  I have successfully procured space for a (DoD)/(DIA) contract which was built in accordance to ICD 705 and fully accredited by the

government.  I provided risk assessment evaluations of threats, vulnerabilities, and assets in order to determine the most efficient countermeasures required for physical and technical security as it pertains to the facility.  I provided logistical control management of inventory during audits and deliveries.  I managed the Contract Visitor Control Office by assisting with daily Laboratory Access Control.  Reviewed and processed database records for incoming Security Clearance Certifications for Department of Defense (DoD) and Intelligence Community (IC) visiting personnel on a short or long term basis. I was also an authorized COMSEC and CYRPTO custodian versed in the operation of the laboratory Intrusion Detection System (IDS) and alarm protocols from the contract Monitoring Agency with the ability to use, change and train personnel on the use of X-09 security cypher code locking systems and trilogy locking systems.        

 

·   The major accomplishment at this location was the successful construction and accreditation of a TS/SCI SCIF/SAP-F laboratory in direct support of a major Intelligence Community Agency under the guidelines, requirements and stipulations of the (ICD) 705.   

·   Procured, designed, configured and managed a large customer interior systems renovation project including HVAC and power requirements for an expansion of effort within the location

·   Successful management and completion of multiple additional redundant A/C construction projects within a classified environment which included power expansion and balancing across multiple loads.

I worked with a team of engineers on multiple properties within the D.C., Maryland and Virginia area.  My main stationary location was in Old Town Alexandria where I provided Physical property management and engineering services to two multi-level buildings.  These buildings also included retail space which made the total manageable space over 400,000 SqFt.  During which, I managed multiple tenant build-out activities along with space renovations and improvement activities.  Because our employment was with the ownership of the property, we were allowed the authority to manage the building and premises extremely effectively.  This added additional value to the customer relationships as we were able to manage their issues directly.  I also spent a couple days a week in Washington D.C. by the Capital and Van Ness Square managing additional properties held by the company.
